Confluence was appointed by the Department of Foreign Affairs and Trade (DFAT) in September 2006 to Project Manage and Superintend the construction of a new embassy on a green field site in Phnom Penh, Cambodia. This new facility replaces the existing embassy which does not meet DFAT requirements for office planning and efficiency, space, services, occupational health and safety, and security.
The project involved the construction of a new embassy compound, including a 3-storey chancery of approximately 2,550 m2 to be a modern efficient ‘A’ grade office building to suit DFAT and the agency requirements, two guard houses, perimeter security fencing, car parking, covered walkways and hard and soft landscaping.
The building contains extensive building services, with backup generator, water treatment, and sewerage treatment on site.
The project included an integrated building fit-out including all security and associated forced entry and ballistic requirements.
Confluence provided project management and superintendency services, including supervision of completion of the design process, tendering, contract negotiation and awarding, and construction administration.
Confluence provided all the services as the FIDIC Engineer under the construction contract, as well as managing all Consultant’s contracts. The project was delivered on time, and under budget.
