Project Overview:
The Client was the Qatar Government organisation responsible for all aspects of staging event including provision services (security, accommodation, transport, IT, catering, etc), the Sports events, the media and communications and the overview of all venues and infrastructure.
GHD Global developed the Strategic Plan (defined the scope and overall timing of the processes of organising the Games) and Master Plan (the Concept Design of the physical requirements – venues, city sites, infrastructure, etc) for the Games on behalf of DAGOC. The role also included the provision of strategic advice to DAGOC relating to the structure and development of the organisation itself, and the interactive handover of the Strategic Plan to help the DAGOC directors and program managers understand their roles.
Situation/Challenges:
ConfluenceTBH were engaged to provide output for the Strategic Plan and other reports, strategic advice to DAGOC, and assistance with the management of the GHD team:
- The development of the Overall Programme for the Games
- Strategic Advice to DAGOC relating to: the overall timing and critical issues of the Games, the progressive build-up of DAGOC resources, the organisation shift from a Program
- Management-based structure to a venue-based structure
- The drafting of the parts of the Strategic Plan relating to the DAGOC Planning Department
- Integration of the inputs from the many GHD sub consultants to form the Strategic Plan documents
- Editorial input to the various reports produced
- Management of the production of several DAGOC Progress Reports and presentations to the Olympic Council of Asia (OCA)
- Production of GHD Monthly Reports
